    Nature of Complaint :

    The Board and Dr. Thompson have entered into Consent Orders dated December 6, 1996, September 18, 1998, and July 7, 1999, due to Dr. Thompson’s mental health and recovery from substance abuse.

    On July 7, 1999, the Board issued a temporary license to Dr. Thompson to practice medicine and surgery.

    On August 10, 1999, Dr. Thompson voluntarily surrendered his temporary medical license to this Board as a result of being arrested for driving while impaired in Mecklenburg County, North Carolina.

    Action Taken:

    The Board and Dr. Thompson have agreed that the Board will reissue Dr. Thompson a temporary license subject to certain conditions and restrictions.

    1. Dr. Thompson shall practice medicine only in a structured, non-patient care setting and only after that setting has first been approved in writing by the Medical Director or Associate Medical Director of the North Carolina Physicians Health Program (NCPHP).
    2. Dr. Thompson shall maintain a contract with the NCPHP and abide by its terms, including those regarding the payment of any fees imposed by NCPHP.
    3. Unless lawfully prescribed for him by someone other than himself, Dr. Thompson shall refrain from the use of all mind or mood altering substances and all controlled substances and alcohol.
    4. Upon request by the Board, Dr. Thompson shall supDly samples of his urine, blood, hair and any other tissues or bodily fluids the Board might reasonably require for the purposes of analysis to determine if he has consumed potentially abusable substances.
    5. Dr. Thompson shall continue to see his psychiatrist at least once each calendar month and his psychologist at least twice each calendar month and shall cause each to submit reports of his progress to the Boards Director of Investigations.
    6. Dr. Thompson shall obtain each calendar year, beginning with 2003, and document to the Board by January 31 of each succeeding year, 50 hours of continuing medical education.

    June 23, 2004 Amendment to Consent Order.

    • Dr Thompson shall practice with R. L. Follmer, MD, at Carolinas Medical Center for a two-month mini-fellowship,
    • Dr Follmer shall supervise and monitor Dr Thompson’s clinical practice.
    • Dr Thompson shall not practice more than 40 hours per week.
    • Dr Follmer must submit a letter to the Board indicating he has read the Consent Order of July 2003 and this Amendment.
    • All other provisions of the July 2003 Consent Order remain in effect.

    July 22, 2004 Full and Unrestricted License Issued.

    Order issued lifting Consent Order of 7/25/2003 and 6/23/2004.

    August 16, 2004 Termination of Consent Orders.

    Full and unrestricted license issued.
