    Nature of Complaint:

    The Physician repeatedly and extensively violated the terms of previous Board orders by performing procedures outside the presence of a required practice monitor and then claiming the procedures were performed by another physician. The Physician also failed to have his bills reviewed by the monitor and prepared false and misleading records.

    Action Taken:

    The Board has Temporarily Suspended the Physician's license to practice medicine in the State of New Jersey.

    March 11, 2009-Motion for Sanctions

    The New Jersey State Board of Medical Examiners has denied the physician's Motion for Sanctions.

    April 29, 2009-License Revoked

    The New Jersey State Board of Medical Examiners determined that the physician's failure to comply with the Order of the Board entered by Consent as to Count IV constituted professional misconduct and failure to comply as a Board licensee to cooperate by complying with duly entered Board Orders; that the Conclusion of Law of the Administrative Law Judge as to Count I, that the physician violated the Consent Order as to all 55 procedures was modified to include the specific statutory and regulatory violations; and that the physician's failure to comply with the Consent Order constituted professional misconduct, a failure to the duty to cooperate, and constituted the use of deception or misrepresentation.

    The board has Revoked the physician's license to practice medicine and surgery in the State of New Jersey. The physician shall pay a Penalty in the amount of $50,000 plus costs in the amount of $100,000.00 within thirty days or shall pay over time to include interest at the rate set by the rules of Court.

    Nature of Complaint:

    The Board found that the allegations brought forth in the Verified Complaint supported the findings that Dr. Zahl had engaged in acts of dishonesty, deception, misrepresentations and professional misconduct.

    Action Taken:

    1. The Board found that the panoply of dishonest acts committed by Dr. Zahl support, if not dictate, the imposition of revocation of licensure.
    2. The Board reduced the amount of penalties imposed by ALJ Klinger of $35,000 down to $30,000.
    3. Dr. Zahl also was assessed costs to be determined upon further submissions of the parties and restitution in the amount of $1,700 to Association Master Trust Insurance Company.

    NOTE - THIS ORDER HAS BEEN STAYED BY THE SUPERIOR COURT OF NEW JERSEY, APPELLATE DIVISION ON APRIL 11, 2003 PENDING APPEAL OF THE BOARD'S DECISION.

    05/05/03 Order of Conditions and Requirements.

    Whereas the Board entered a Final Order of Revocation on April 3, 2003, and whereas the revocation ordered was stayed by Order of the Appellate Division of the Superior Court of New Jersey dated April 11, 2003, conditioned upon Dr. Zahl's satisfaction of reporting requirements imposed by the Board, the Board ordered the following conditions to effect the Order of the Appellate Division.

    • The Board ordered the establishment of a monitoring team to oversee the financial and billing activities of Dr. Zahl's practice.
    • The practice team, which must be approved by the Board, will consist of a Practice Monitor who shall observe and record all medical services that Dr. Zahl may perform.
    • The second individual shall be designated to review any and all bills that Dr. Zahl may submit for payment for the medical services.
    • Dr. Zahl was ordered to pay all fees and costs associated with the monitoring team.

    06/30/03 Supplemental Order

    • The Board ordered that Dr. Zahl shall pay a total of $232,694.96 in costs.
    • Dr. Zahl shall pay $44,580.30 (representing the portion of the cost assessment for investigative costs, expert witness fees and transcript fees) immediately.
    • The requirement that Dr. Zahl pay the sum of $188,106.66 (representing that portion of the costs assessment for attorneys' fees) was stayed pending appellate proceedings, provided that the issue whether attorneys' fees may be properly awarded is presented to the Appellate Division for review.

    04/14/04 Amended Order.

    Dr. Zahl may bill for treatment rendered in the presence of URS monitors commencing March 26, 2004 pending further Order of the Board.

Dr. Zahl is a great Doctor. I am a nurse, and I don't let just anyone preform procedures on me, and I trust him to stay atop the latest research and provide me with exceptional pain management. You might have to wait a while in his office, and it might seem like he's rushing at times, but he just...more

Very long wait time in waiting room, then long time in back room. Felt rushed once he finally comes in and then he leaves to see another patient and forgets who I was and there for when came back. Has condescending attitude about asking questions. I stopped going there. I don't recommend his...more

I have been in chronic pain for over 10 years. Within those 10 years I've been to multiple doctors in various States .I have been a patient of Dr.Zahls since 2012 on and off . Dr .
