The physician practiced medicine fraudulently, violated Medicare regulations and guidelines by double billing for medical services, created false medical records, and failed to maintain good moral character.
The physician's license to practice medicine in the State of New York has been Revoked with the first seven days Stayed ordered by the board.
April 18, 2008-Determination and Order
The temporary stay has been vacated and the 02-08-2008 Hearing Committee Determination and Order goes into effect on 04-18-2008 .
The Physician repeatedly and extensively violated the terms of previous Board orders by performing procedures outside the presence of a required practice monitor and then claiming the procedures were performed by another physician. The Physician also failed to have his bills reviewed by the monitor and prepared false and misleading records.
The Board has Temporarily Suspended the Physician's license to practice medicine in the State of New Jersey.

The New Jersey State Board of Medical Examiners determined that the physician's failure to comply with the Order of the Board entered by Consent as to Count IV constituted professional misconduct and failure to comply as a Board licensee to cooperate by complying with duly entered Board Orders; that the Conclusion of Law of the Administrative Law Judge as to Count I, that the physician violated the Consent Order as to all 55 procedures was modified to include the specific statutory and regulatory violations; and that the physician's failure to comply with the Consent Order constituted professional misconduct, a failure to the duty to cooperate, and constituted the use of deception or misrepresentation.
The board has Revoked the physician's license to practice medicine and surgery in the State of New Jersey. The physician shall pay a Penalty in the amount of $50,000 plus costs in the amount of $100,000.00 within thirty days or shall pay over time to include interest at the rate set by the rules of Court.
The Board found that the allegations brought forth in the Verified Complaint supported the findings that Dr. Zahl had engaged in acts of dishonesty, deception, misrepresentations and professional misconduct.
NOTE - THIS ORDER HAS BEEN STAYED BY THE SUPERIOR COURT OF NEW JERSEY, APPELLATE DIVISION ON APRIL 11, 2003 PENDING APPEAL OF THE BOARD'S DECISION.
05/05/03 Order of Conditions and Requirements.
Whereas the Board entered a Final Order of Revocation on April 3, 2003, and whereas the revocation ordered was stayed by Order of the Appellate Division of the Superior Court of New Jersey dated April 11, 2003, conditioned upon Dr. Zahl's satisfaction of reporting requirements imposed by the Board, the Board ordered the following conditions to effect the Order of the Appellate Division.
