        Nature of Complaint:

        The Board received information from the Physicians Health Program (PHP) that Dr. Robbins admitted a relapse into the abuse of psychoactive substances.

        He entered in-patient treatment at Clearbrook Manor, Pennsylvania on or about November 6, 2001.

        Action Taken:

        The Board ordered he be granted leave to immediately surrender his license to practice medicine and surgery in the State of New Jersey for a minimum period of six months.

        08/27/02 Reinstating Licensure

        The Board ordered the reinstatement of licensure with the following conditions:

        • He can only practice medicine at the "Heart Center," Eatontown, NJ when another physician, who is made aware of his prior history, is present and able to observe Dr. Robbins for the purposes of any indication of alcohol use or other substance use or impairment.
        • He may apply for hospital privileges and practice interventional cardiology where he has privileges provided his practice is limited to patients of the Heart Center and the Medical Director/Department Chair is made aware of his prior history.
        • Dr. Robbins must maintain absolute abstinence from all psychoactive substances, including alcohol and continue with monthly, face-to face- meetings with a representative of the PHP, for one year; in the following year, once every two months; thereafter on a schedule determined by the PHP.
        • The Consent Order also includes Random urine monitoring.
        • Dr. Robbins also must document meetings of Alcoholics Anonymous no less than three times per week.
        • He will also continue therapy on a schedule to be determined by treating therapist with semiannual reports to the Board with immediate notification to the Board in the event Dr. Robbins discontinues therapy prior to discharge or suffers a relapse of substance abuse.

        06/13/03 Amendment Order

        Dr. Robbins may apply for hospital priviliges and practice interventional cardiology in any hospital where he may be granted privleges, provided that he makes the Medical Director and the Director of the Department of Cardiology at any hospitals that he applies for priviliges aware of his prior abuse and provided that respondent authorizes said individuals to immediatley report to the Board.

        11/18/03 Unrestricted Licensure.

        The Board restored physician’s license to practice medicine in New Jersey to full unrestricted status.
